The United Kingdom recently made an ambitious declaration on "Preventing Deforestation" and Land Erosion by 2030.

This is being called the Glasgow Leaders' Declaration on Forest and Land Use.

India did not sign it because it objected to the term 'trade' in its understanding of climate change and forest issues.

About the Announcement

 

Integrated approach:

 

The Declaration acknowledges that meeting the goals of land use, climate, biodiversity and sustainable development will require transformative further action in the areas connected globally and nationally.

Continuous production and consumption.

Development of infrastructural facilities; Trade; Finance and Investment.

Assistance for small holdings, indigenous peoples and local communities, who depend on forests for their livelihood and play an important role in conservation.

The balance between anthropogenic greenhouse gas emissions and removal by sink; To optimize climate change and maintain other ecosystem services.

Signatures: This announcement has more than 105 signatures, including the UK, US, Russia and China.

These countries represent 75 per cent of global trade and 85 per cent of global forest products such as palm oil, cocoa and soy, the production of which could endanger forests.

They also promised to lend us 12 billion in public funds by 2021-25.

Commitment to the Multilateral Agreement: It reaffirmed the commitments relating to the United Nations Framework Convention on Climate Change and the Paris Agreement, the Convention on Biodiversity, the United Nations Convention on Ranking, and the Sustainable Development Goals.

Accelerate conservation and restoration of forests and other terrestrial ecosystems.

 

Sustainable Development:

Facilitate trade and development policy internationally and locally, promoting sustainable development and production and consumption of sustainable goods.

 

Building Flexibility:

Strengthening local communities, increasing resilience and reducing vulnerabilities, including rural livelihoods.

 

Recognition of Indigenous Rights:

Development of profitable, sustainable agriculture and recognition of forest values while recognizing indigenous rights.

 

Financial Commitments:

Reaffirm international financial commitments and significantly increase funding and investment from a variety of public and private sources.

 

 

India's Point of View

 

India, Argentina, Mexico, Saudi Arabia and South Africa are the only G-20 countries that have not signed the declaration.

The declaration links trade to climate change and forest issues. Trade falls under the WTO and should not be subject to climate change declarations.

India and others called for the removal of the word "trade", but the demand was not met. Therefore, they did not sign the declaration.

The issue of deforestation is important in India. The government has repeatedly said that tree cover and forest cover in India have increased in the last few years.

However, environmentalists have long said that the current government is prioritizing environmental protection over mining and other infrastructure projects that will permanently change the lives of forests, wildlife and the people living around them.
